Senior Project Controls & Risk Specialist
Position Overview
The Senior Project Controls & Risk Specialist is responsible for leading project controls, risk management, forecasting, and performance reporting activities for large-scale electrical utility capital projects, including transmission lines, substations, distribution systems, renewable energy, and grid modernization initiatives. This role supports project delivery teams by providing schedule, cost, risk, and performance oversight to ensure projects are completed safely, on time, within budget, and in accordance with regulatory and organizational requirements.
The successful candidate will have extensive experience supporting capital projects within the electrical utility sector and a strong background in project controls, risk management, scheduling, cost forecasting, and performance analytics.
Key Responsibilities
Project Controls
- Develop, maintain, and monitor integrated project schedules using Primavera P6 and/or Microsoft Project.
- Establish project control frameworks, processes, and reporting systems for utility capital projects.
- Monitor project progress and performance against approved baselines.
- Analyze schedule impacts, variances, and trends and provide recommendations for corrective action.
- Support change management processes, including schedule and cost impact assessments.
- Develop project dashboards, KPIs, and executive reporting packages.
Risk Management
- Lead project risk management activities throughout the project lifecycle.
- Facilitate risk identification workshops with project teams and stakeholders.
- Maintain project risk registers and ensure risks are continuously monitored and updated.
- Perform qualitative and quantitative risk assessments.
- Develop mitigation strategies and contingency plans for identified risks.
- Conduct schedule and cost risk analyses, including Monte Carlo simulations where applicable.
- Support project teams in developing proactive risk response plans.
Cost Management & Forecasting
- Review budgets, forecasts, earned value metrics, and expenditure trends.
- Monitor project costs and assess financial performance.
- Support annual budgeting and capital planning processes.
- Develop and maintain cost forecasts and contingency assessments.
- Prepare variance analysis reports and recommend recovery strategies.
Reporting & Governance
- Prepare monthly and quarterly project performance reports.
- Present schedule, cost, and risk updates to senior management and project governance committees.
- Support stage-gate reviews and project approval processes.
- Ensure compliance with utility project governance frameworks and regulatory requirements.
Stakeholder & Team Collaboration
- Work closely with Project Managers, Construction Managers, Engineering teams, Procurement, and external contractors.
- Provide project controls guidance and mentorship to junior team members.
- Facilitate communication between project teams and executive stakeholders.
Required Qualifications
Education
- Bachelor's Degree in Engineering, Construction Management, Project Management, Business, Finance, or a related discipline.
- PMP, PMI-SP, PMI-RMP, AACE (CCP), or related certification considered an asset.
Experience
- Minimum 10+ years of project controls experience on large capital infrastructure projects.
- Minimum 5+ years of experience supporting electrical utility projects.

Technical Skills
- Advanced knowledge of Primavera P6 and Microsoft Project.
- Expertise in project scheduling, cost control, forecasting, and reporting.
- Strong understanding of risk management frameworks and methodologies.
- Experience with Earned Value Management (EVM).
- Proficiency with Power BI, Excel, SAP, Oracle Primavera, or similar enterprise systems.
- Knowledge of utility project delivery processes and stage-gate governance models.
